  1. Why did the Government grant access to the Government default insurance scheme to the horseracing industry through the Workers Compensation (Prescribed Employers—Horse Racing Trainers and Attendance Activity) Fees Determination 2025 (No 1) signed on 17 October 2025.
  2. What information or advice did the Government receive to base the decision referred to in part (1) on.
  3. Did the Government consider the needs of other organisations that it knows are struggling with workers' compensation premiums in making the decision referred to in part (1).
  4. What criteria did the Government apply in making the decision referred to in part (1).
  5. What consultation did the Government do with other organisations and industries to gauge whether there were others who might benefit from access to the default insurance scheme.
