Question - Disability services

In relation to the ministerial statement on 26 February 2026 and in an answer to a question without notice on 25 March 2026, where the Minister stated that Thriving Kids services will commence no later than 1 October 2026, with full implementation by 1 January 2028, (a) what specific implementation milestones, deliverables and decision points have already been completed to enable the 1 October 2026 start date, (b) which critical components remain unresolved or not yet agreed with the Commonwealth, (c) if an NDIS supported child is assessed as “low to moderate” needs under the new system, what assurance can the Minister give their family that they will not end up with less support and (d) can the Minister guarantee that no ACT child currently receiving NDIS support will lose access to services as a result of these changes.
