How can community facility land be protected from competition from other uses, given that the Territory Planning Authority has approved DA202442858 which seems to allow commercial office uses on community facility land, with a health facility on half of the ground floor and the remainder of the four-storey building seeming to be set aside for office use, and that under the Territory Plan 2008 there were specific controls over the size and occupancy of offices on community facility land while there are no such provisions in the Territory Plan 2023.
