In relation to the answer to question on notice No 355, (a) does the Minister confirm that the scope of works issued to all tenderers was identical and unchanged throughout the entire tender process, (b) were any addenda, amendments, clarifications or updates issued during the open tender process that altered the scope, specifications, quantities, design assumptions or deliverables; if so, (i) on what dates were they issued, (ii) what specific elements of the scope were altered, and (iii) were all tenderers invited to revise their submissions, (c) does the Minister confirm that the scope contained in the final signed contract was identical to the scope issued in the Request for Tender; if not, can the Minister identify each change made between the close of tender and contract execution, (d) given the ACT Contracts Register shows the original contract value was $66.764 million and is now $100.832 million, (i) on what dates were each of the variations approved, (ii) what was the value of each variation and (iii) what specific work justified each increase, (e) for each variation, can the Minister state whether the work was (i) included in the original tender scope, (ii) due to Territory design changes or (iii) due to contractor claims, (f) if any variation introduced new work not included in the original scope, why was this not subject to a new competitive procurement process and (g) what was the original contingency allowance within the contract and how much of that contingency has now been expended.
