Can the Minister provide the planning documents that informed the decision to locate the ice rink in Tuggeranong, including (a) the problem definition, (b) the underpinning assumptions, including population forecasts used, demand for ice sports, and the capacity required, (c) the options identified, including upgrading the existing site, (d) the criteria used to assess the options, (e) the assessment of the options against each of the criteria, (f) the cost of each option, (g) the timeframes, (h) the identified risks, (i) the consideration of access by public transport and the travel times, (j) safety walking through the area at night, particularly to the bus interchange and (k) how was the $16.5 million contribution determined.
