  1. It is currently not the requirement for consultants to hold a secure local jobs certificate in accordance with the current website at www.procurement.act.gov.au/secure-local-jobs/business.
  2. Is there a change to this policy; if so, (a) what does the change intend to achieve and (b) has the impact on small to medium-sized enterprises to comply with any change to this regulation been considered.

(1) The Code has provision for a range of excluded services. The exclusion for professional, scientific, and technical services (ANZSIC, Division, M) covers a range of professional, scientific, and technical services that includes management and related consulting services.

When assessing whether SLJC applies to a procurement, the scope of works or scope of requirements is assessed, not the entity that is applying. The works as described in the scope are assessed against the Code categories and ANZSIC categories to determine if the Code applies. 

(2) There are no proposed changes to the excluded services at this time.
