  1. Which area in Housing ACT ran the tender that appointed Programmed to manage repairs and maintenance in 2019.
  2. Who was the Executive Branch Manager (EBM) of the area referred to in part (1).
  3. Were any staff from the area referred to in part (1) seconded to Programmed to manage the Housing ACT maintenance contract; if so, (a) was this approved by the EBM, (b) how long were they seconded, (c) did they retain their substantive role in Housing ACT while managing the other side of the contract, (d) were any concerns raised about conflicts of interest given the person managing the contract for Programmed technically held a position alongside those managing the contract for the Government, (e) were these concerns raised with the EBM at the time and what was the response, (f) when did the secondment end and (g) was the secondment ended after the EBM in question left Housing ACT and (h) why was the secondment ended.
