Why has it taken so long for the 30-dwelling public housing multi-unit complex in Tuggeranong that the Minister recently opened to be built (from the start of community engagement in June 2020 to conditional approval of the development application in August 2021 it took 14 months.  It then took from September 2021 to March 2024 to build the dwellings – another 31 months.  A grand total of 45 months, nearly 4 years).

The Greenway 30-dwelling Multi Unit Property community consultation was based on initial concept designs. That initial concept design required further development before the formal Development Application (DA) could be lodged on 27 January 2021. The DA approval was issued on 13 August 2021 (6.5 months from lodgement) with DA clarifications taking place for a further 3 months before ‘stamped plans’ were issued from ACT Planning and Land Authority on 12 November 2021. 

Following a procurement period, the contract for the project delivery was executed on 27 April 2022. Works commenced soon after and were completed on 19 March 2024, being 23 months construction duration. 23 months is a reasonable timeline for a project of this scale which also included nationwide delays, caused by external factors such as COVID-19, disruptions to the Australian Construction industry and atypical wet weather events.
