The Arts ACT website (https://www.arts.act.gov.au/funding/arts,-cultural-and-creative-funding-at-a-glance.)says funding includes “over $9 million per year being provided to 29 leading Canberra arts and cultural organisations and arts centres to deliver programs, services, expertise and infrastructure to support and develop the arts and engage with the local community.”

  1. Can the Minister (a) list the 29 organisations that receive this funding and (b) set out how much each individual organization will receive for the 2023-24 financial year.
  2. Can the Minister list for each organization (a) which elements of funding are for arts programming and grants and (b) which elements of funding are for (i) infrastructure, (ii) facility maintenance, (iii) operating costs and (iv) overheads.
  3. Can the Minister provide information for parts (1) and (2) for each of the 29 organisations from the current budget for future estimates years (a) 2024-25 and (b) 2025-26.

(1) a. This information is publicly available at https://www.arts.act.gov.au/funding/current-funding-recipients

b. This funding is detailed at the above link. 2022-23 Budget initiative funding of $275,000 funding has also been provided to Belconnen Arts Centre ($150,000) and Arts Capital ($125,000). 

(2) Funding provided to the 29 organisations is to deliver their operations and program of activity as specified in their Deed of Grants; it is not broken down into different elements as outlined in this question. 

Infrastructure and facilities maintenance. 

artsACT is responsible for planned repairs and maintenance, as well as reactive minor works, of the thirteen arts facilities. 

 

Arts organisations that manage the arts facilities are responsible for repairs and maintenance valued at less than $500 (ex GST) as well as the cost of utilities, in accordance with their licence agreements. These organisations (Arts Capital, Belconnen Arts Centre, Canberra Glassworks, Canberra Potters Society, PhotoAccess, Strathnairn Arts Association, Stagemaster Inc, Tuggeranong Arts Centre) occupy and manage the facilities on a peppercorn rent arrangement and costs are expected to be covered through grant funding and own source revenue derived from operating the facility.

(3) The funding forecasted for each organisation over the periods in question reflect the amounts detailed in the publicly available link, noting that: 

  •           it is subject to performance against the Key performance Indicators and any special conditions being met as required by their Deed of Grant; 
  •           because funding is provided to arts organisations on a calendar year basis, indexation provided to the ACT Arts Fund in 2023-24 was incorporated in the funding provided to the organisations in 2023. Indexation will be paid to organisation from 2024-25 if available and to be determined by the ACT Government. Amounts are not yet known; 
  •            ACT Writers Centre Inc. (Marion), Australian Talented Youth Project (The Stellar Company), Contour 556 Ltd (Canberra Art Biennial), Girls Rock! Canberra, Luminescence Chamber Singers, You Are Here Canberra Inc funding agreements with the Territory are for the period 1 January 2023 to 31 December 2024 with the option to extend for a further two years to 31 December 2023 subject to conditions being met as required by their Deed of Grant; and 
  •            Music for Canberra’s funding agreement with the Territory is for the period 1 January 2023 to 31 December 2024. Any future funding arrangements are yet to be determined.
