(Nurse rostering systems)
- Has Canberra Health Services used different nurse rostering IT systems in the last five years; if so, (a) what has been the (i) name and (ii) cost of each system, (b) when has each system been (i) introduced and (ii) superseded and (c) why has a new system been required.
- What feedback has been received about the current system.
Answer
(1) Canberra Health Services (CHS) has not introduced any new dedicated nurse rostering IT systems in the past five years. Since 3 July 2023, North Canberra Hospital has not introduced any new rostering systems.
CHS currently uses the Proact rostering system at Canberra Hospital, University of Canberra Hospital and in community-based health facilities, and Kronos at North Canberra Hospital.
In the 2022-23 ACT Budget, the ACT Government invested $2.442 million for the first stages of work to implement a modern rostering system, commencing with an assessment of business requirements and defining the scope of a future rostering solution.
(2) Feedback from nursing roster managers on the Proact nurse rostering system is that the system delivers the functional capability for what is required. However, it is acknowledged the system has room for improvement such as;
- roster generation and skill mix management;
- current integrated compliance with Enterprise Agreements is around common rules;
- scheduling;
- system linkage with Human Resource applications;
- automated coding of public holidays, overtime, on-call and other allowances; and
- speed and performance.
