(Speeding fines)
- Can the Minister advise, for each financial year from 2016-17 to 2021-22, the number of speeding fines issued to the registered owner of a vehicle, that were then re-issued to a different individual.
- For each of those fines listed in part (1), can the Minister advise (a) the reason provided for the re-issue, (b) the number that were disputed prior to the re-issue being done and (c) the number that were disputed after the re-issue was done.

(1) For the financial years from 2016-17 to 2021-22 the approximate number of infringement notice declarations received and traffic infringements issued by Access Canberra is as follows:

(2) (a) There are a range of reasons why an infringement notice declaration will be submitted in response to an infringement notice. These reasons include:
- Known user declaration
- Sold declaration
- Unknown user declaration
- Illegal user declaration
- Overseas user declaration
(b) After an infringement notice declaration is processed by Access Canberra, in many cases fines will be re-issued to the nominated party in the declaration. The nominated party has the same avenues of appeal and timeframes as the registered owner. We are unable to provide a breakdown of the information as requested without an unreasonable diversion of resources.
(c) The infringements notice declaration information includes both speeding, red light camera and parking infringements. We are unable to provide a breakdown of the information as requested without an unreasonable diversion of resources.
