  1. What is the requirement for paid private parking to provide disability parking, specifically in the London Circuit/Northbourne Avenue (west) carpark which is being converted to a privately-owned boom gate-controlled paid parking.
  2. What are the provisions for parking in this area.
  3. How many disabled carparks are within walking distance to the courts, police station and medical services in Civic.

(1) This carpark is on Designated Land and therefore subject to National Capital Authority requirements.  The Australian Standard for disability parking requires parking spaces for people with disabilities to comprise a minimum of 2% of the total number of parking spaces in a car park. For ACT Government land the Territory Plan requires parking spaces for people with disabilities to comprise a minimum of 3% of the total number of parking spaces in a car park. This requirement is applicable to both paid and non-paid car parks.

(2) The parking provisions are subject to the requirements in the National Capital Plan which states for the City Hill Precinct that:

(a) Replacement of existing surface car parks and public car parking should be provided for as identified in the ACT Government Parking Strategy.

(b) Development of existing surface car parks will need to demonstrate that an adequate public car parking provision (on street or in appropriately designed structures) will meet the needs of City Hill Precinct.

(c) Car parking for new development is to be accommodated in basements or in above ground structures that do not dominate the public domain.

(3) From the 2023 Parking Survey of the City there are 238 disability parking spaces within the City area with around 66 disabled parking spaces within 400 metres of the courts and police station.
